Agricultural producers may begin receiving state support automatically: Prime Minister instructed the Ministry of Agriculture to consolidate industry data into a unified system

PM Olzhas Bektenov instructed the Agriculture Ministry to speed up creating a unified digital ecosystem for agriculture. Within a month, the ministry must identify state support measures that can be switched to an automatic format.

Agricultural producers may begin receiving state support automatically: Prime Minister instructed the Ministry of Agriculture to consolidate industry data into a unified system

Assistance is expected to be provided based on digital profiles of farms, without paper certificates and applications.

The essence in brief

  • Bektenov instructed the Ministry of Agriculture to accelerate the creation of a unified national digital platform for the agro-industrial complex.
  • Within a month, it is necessary to determine the state support measures that will be the first to be transferred to a proactive format.
  • KTZ must complete the transfer of transportation data within a month and approve a digitalization plan based on domestic technologies.
  • Minister Aidarbek Saparov named the systems already in operation: subsidies, animal accounting, land map, smart farms.

What the Prime Minister instructed

Bektenov stated at a government meeting on October 6 that the industry must transition from fragmented administration to data-driven management. According to him, the state must understand in real time what, where, and in what volume is being produced, and state support must be provided in a targeted, transparent manner based on actual data, reports APK News.

The Ministry of Agriculture has been instructed to:

  • accelerate the development of a national digital platform that will unite key processes and data of the agro-industrial complex;
  • within one month, determine the list of support measures that will be the first to be transferred to a proactive format. This means that assistance will be provided automatically based on the digital profile of the farm.

What KTZ has been instructed to do

Digitalization will also affect transport. KTZ must complete the transfer of transportation data within one month. Together with the Ministry of Transport, the company must approve a phased digitalization plan. A mandatory requirement for it is the transition to domestic transportation management technologies.

According to APK News, these measures should increase the transparency of subsidies and eliminate corruption risks. They will also provide tools for yield forecasting, food security control, and export planning.

What is already working

Saparov said that within the framework of the "Digital Kazakhstan" strategy, six initiatives are underway in the "Digitalization of the Agro-Industrial Complex" direction:

  • Subsidies. The Gosagro system has united more than 209,000 users. It is free and has replaced private services that charged up to 11 MCI for submitting an application.
  • Animal accounting. The unified system accounts for nearly 40 million head of livestock: cattle, small ruminants, and horses. There is a mobile application "Tört Tülik" for owners.
  • Traceability. The ISPR system is still under development. As envisioned, it will monitor crops, harvests, seeds, and grain batches using satellite monitoring.
  • Land. A digital land map has been created for the entire country. Geobotanical surveys have been completed on 47%, soil surveys on 41%, with 100% promised by 2029. The "ZherInSpektr" system uses satellite imagery to detect violations in agricultural land use.
  • Smart farms. Digital technologies are used by more than 650 enterprises, of which more than 200 are smart farms. Akmola, North Kazakhstan, and Pavlodar regions are leading.
  • Unified platform "Digital Agro". All directions will be combined into a single industry platform; a digital analytics system will be created based on the "Smart Data Agro" data array. By the end of 2028, industry systems are planned to be combined into a unified agro-industrial complex platform.

How to evaluate the return on state support

Data is also needed to evaluate the support itself. At the end of September, the Public Council for the Development of the Agro-Industrial Complex proposed evaluating state support by its return: out of 245 projects financed through preferential lending, 150 are already operational.

Author's conclusion

The one-month deadline applies to the list of measures for automatic disbursement and KTZ data. The launch timelines for the ecosystem itself are not specified in the report.
