Deputies propose uniting veterinarians into a professional chamber
MPs presented a bill in the Kurultai to amend veterinary legislation. The main proposal is to create a chamber uniting industry specialists.
The document also redistributes powers between governing bodies. New social support measures are envisaged for veterinarians.
The essence in brief
- The Veterinary Chamber is proposed to be created as a professional association of industry specialists.
- For veterinarians, a health improvement allowance is being introduced in the amount of two official salaries for the period of annual leave.
- The Committee for Veterinary Control and Supervision is being given inspections of epizootic foci and a number of other control functions.
Why the chamber is needed
The initiators of the document were deputies, The DairyNews reports, citing the press service of the Kurultai. According to deputy Serik Yegizbayev, the project is aimed at improving the veterinary system and strengthening control. The chamber is proposed to be formalized as a status body that will protect the rights and legitimate interests of specialists, maintain their records, and improve their qualifications.
What will change in management and control
Deputy Rabiga Tokseitova reported that the amendments affect the management system of the veterinary service. The project delineates powers between levels of state governance. Veterinary organizations founded by local executive bodies are exempted from functions unrelated to their core activities. A separate block concerns the circulation of veterinary drugs: the procedures are proposed to be brought into compliance with EAEU requirements.
What support measures are proposed
In addition to the health improvement allowance, the project provides for additional payments for academic degrees, bonuses, and additional payments. It is also proposed to raise the status of veterinary sector workers and provide them with special work clothing.
Deputy Serik Yegizbayev emphasized the importance of social support: “This will strengthen human resource potential and attract young specialists to the industry.”
The industry in the spotlight
The Hunn.kz editorial team has consistently followed the veterinary reform. Earlier, the Ministry of Agriculture criticized the regions for missing deadlines on veterinary infrastructure, and 66.2 billion tenge is allocated for the construction and acquisition of facilities in 2026-2027.
Author’s conclusion
If previous materials dealt with points, cattle burial sites, and money for construction, then this draft law concerns people and management. The chamber, the allowance, and the delineation of powers are addressed to personnel and the distribution of responsibility. So far, the document has only been presented: the timelines for its consideration and the entry into force of the norms have not been named, so it is too early to judge how the work of veterinarians will change.
