The AuyI faction linked the failure of livestock projects to the undervalued price of livestock
MPs from the Auyl faction say livestock projects approved under state programs may fail, as the cattle prices set in the programs are 20-30% below market.
The faction sent a request to the Minister of Agriculture Aidarbek Saparov demanding a review of the pricing procedure, reports "APK News."
The essence in brief
- According to MP Serik Yegizbayev, the share of breeding cattle remains at 12%: 994 thousand head out of 8.2 million as of January 1, 2026.
- The faction claims that the price of livestock in state programs is 20-30% below market, which is why farmers in the Ulytau and Kostanay regions cannot buy the livestock for which they have been approved for loans.
- In the Ulytau region, 3.4 billion tenge has been allocated under the "Zhaiylau" program, and 6 projects worth 2 billion tenge have been approved.
- The faction proposes revising the calculation of livestock prices and adopting a program for mass breed transformation of the herd.
What the MPs stated
Yegizbayev spoke at a Kurultai session. According to him, mechanisms need to be introduced into current programs that incentivize breed transformation of the herd, that is, improving breeds through breeding animals. Breeding stock refers to cattle with a confirmed pedigree that are used to increase herd productivity.
The MPs claim that approved projects worth billions of tenge may remain on paper. The reason is the price gap: in state programs, livestock is valued lower than it costs on the market, and farmers cannot buy it with loan money. The faction notes this problem not only in the "Zhaiylau" program but also in the "Igilik" and "Bereke" programs. This is the faction's position; the "APK News" material contains no documents confirming the calculations.
What the faction proposes
The MPs ask Minister Saparov to review the pricing procedure. In addition, the faction proposes:
- to develop a program for mass breed transformation of livestock with the participation of "Asyl Tulik" and the modernization of artificial insemination;
- to automate the assignment of status and the issuance of breeding certificates, and to review the work of the republican chambers;
- to enshrine in law the status of breeding reproducers and link their work with research institutes.
What else is being discussed in the industry
Yegizbayev already presented a draft law on the veterinary system at the Kurultai in October. He proposes creating a veterinary chamber that would keep records of specialists and improve their qualifications, and transferring inspections of epizootic outbreaks to the Committee for Veterinary Control and Supervision. The draft law has only been presented so far; no timeline for its consideration has been announced.
The state of breeding herds also concerns farmers themselves. Livestock breeder from the Abai region Kuanysh Suleimenov warned in July about the risk of mass livestock slaughter: according to him, the reduced breeding stock will take several years and significant costs to restore. This is the farmer's assessment, not an official forecast.
The effectiveness of state support is also discussed in the Public Council for the Development of the Agro-Industrial Complex: it proposes evaluating it by returns. According to the Ministry of Agriculture, out of 245 financed projects, 150 are already operational.
Author's conclusion
For now, this is the faction's position rather than a confirmed conclusion: the price calculations and the Ministry of Agriculture's response to the request are not provided in the material. The issue of livestock prices in state programs will become subject to review if the ministry agrees with the MPs' arguments or presents its own data.
