Dushanbe Orders Solar Panels Installed at All City Enterprises
At the 7th session of the Dushanbe Majlis of People's Deputies, sectoral bodies were tasked with domestic company Ruftob LLC to resolve installing solar panels at all city enterprises.
The installation must be carried out taking into account existing capabilities; capacity, timelines and budget are not specified, Khovar reports.
The essence in brief
- The instruction was announced at the session of the Majlisi of People's Deputies of the city of Dushanbe of the seventh convocation on October 20.
- The partner named is the Tajik company LLC "Ruftob"; there are no other contractors, timelines or budget in the report.
- Earlier in Dushanbe, solar panels were made mandatory on new multi-storey buildings, universities and educational institutions: since April 2024, 1530 such projects have passed expert review.
- The session also approved the city development program for 2026-2030.
What was instructed
The session was chaired by Rustami Emomali. Industry structures were instructed, in cooperation with the company "Ruftob", to resolve the issue of installing solar panels at all enterprises located in the city. The report does not specify which enterprises are meant, how many there are, or what capacity the stations will have. There is one condition: the installation must take into account existing capabilities.
At the same session, deputies spoke about preparations for the winter of 2026-2027: work must be strengthened on uninterrupted electricity supply, heating and water supply. They also approved the "Program of Socio-Economic Development of the City of Dushanbe for 2026-2030," which mentions electricity, heating and the growth of the "green" economy.
What happened earlier
The Dushanbe authorities had already made it mandatory to install solar panels on all new multi-storey buildings, in universities and educational institutions, and since April 2024, 1530 such projects have passed expert review. At the national level, the government signed an investment agreement for two solar stations with a total capacity of 500 MW in the Asht district of the Sughd region and the Jayhun district of the Khatlon region. Under the "Green" Economy Strategy for 2023-2037, Tajikistan plans to bring the capacity of renewable sources to 10 thousand MW and to fully transition to carbon-free generation by 2037.
What this means for Kazakhstan
Tajikistan is developing solar generation at large facilities as well: in September, a station with a capacity of 250 MW was launched in the city of Shaidon in the Asht district, built by the company "Ayon Energy." In Kazakhstan, industrial consumers are also turning to solar stations: the Development Bank of Kazakhstan approved about 54.5 billion tenge for the first phase of a 1 GW project: 60 MW for Kazatomprom and 185 MW for KEGOC. In total, 24 investment agreements for 3.8 GW are being implemented in the energy sector, and by 2035 the country plans to add more than 8 GW of renewable capacity.
Author's conclusion
For now, the instruction remains general: there is no capacity, no timelines, no list of enterprises, and it is unclear who will pay for the installation. How much it will change the city's energy supply will become clear when the authorities announce specific volumes and schedules.
