What lies behind the August 14 blackout in four Central Asian countries
On August 14, 2026, four Central Asian countries—Kazakhstan, Kyrgyzstan, Tajikistan, and Uzbekistan—were left without power for several hours.
The accident has a technical explanation, but there is no single version shared by all parties: the Kazakh and Kyrgyz grid operators initially cited different causes for what happened.

What happened technically
The power systems of Kazakhstan, Kyrgyzstan, Uzbekistan, and Tajikistan operate synchronously as a single grid — this increases overall reliability, since when one country faces a power shortage, energy is automatically redistributed from neighbors. But this system has a downside: it physically cannot "refuse" assistance instantly, and the capacity of the transmission lines through which redistribution occurs is limited. According to KEGOC data, this is exactly what happened on August 14 — a sharp loss of generation at the Toktogul HPP created a power deficit in the unified grid, the demand for power flow surged, the 500 kV transit lines "Agadyr — Ulken" and "Aktogai — Taldykorgan" became overloaded, and emergency automation cut the transit to prevent a cascading failure from spreading to northern Kazakhstan.
Different versions of the causes
The Kazakh and Kyrgyz sides diverged in explaining the root cause. KEGOC insists that everything began with the emergency shutdown of two hydro-generators at the Toktogul HPP at 14:37. Kyrgyzstan's Ministry of Energy in its statement cited a different time and a different cause — an external disconnection of the high-voltage line connecting the north and south of Kazakhstan's power system at 15:34, due to which the Unified Energy System of Central Asia switched to isolated mode, and Kyrgyzstan's own power system temporarily operated separately. Uzbekistan's Ministry of Energy, for its part, reported an "emergency outage in the power system of a neighboring country" without specifying which country. Discrepancies in the statements of system operators are common practice at the initial stage of investigating such accidents, and a special commission investigating the causes of the technical disruption should settle the dispute.
Consequences for Kazakh cities
Expert opinion — a rehearsal before the nuclear era
Energy engineer Bakhytzhan Dzhaksaliyev in a column for Exclusive.kz suggested viewing the incident more broadly than a single accident. In his view, what happened is a practical rehearsal of what Kazakhstan's power system will face when large-capacity nuclear power units are commissioned: if a relatively modest loss of 600 MW at a neighboring HPP caused the separation of an entire power zone and cascading outages, then the loss of a nuclear power unit with a capacity of around 1200 MW would create a load of an entirely different scale. Dzhaksaliyev insists that every large power unit must be commissioned together with a pre-calculated scenario for its sudden loss — reserve capacity, energy storage, reinforced grids, and emergency automation settings coordinated with neighbors — rather than on the principle of "build first, then decide who will back us up." This is the position of one expert, not an official assessment, but it raises a question that will inevitably confront the country's power system as new large generating capacities are brought online.

The dispute over what exactly was the root cause — the accident at the Toktogul HPP or the disconnection of a line within Kazakhstan — matters for the investigation, but for the power system as a whole, another conclusion is far more important, one that both sides agree on: a relatively small disturbance at one point in the unified grid can cut power to several countries within minutes. While the special commission examines the details and chronology, the very fact of the synchronous vulnerability of four power systems is already sufficient reason for Kazakh energy specialists to reassess how resilient the country's southern transit is to such scenarios in the future.
